New phase of cooperation between ARMA and EUAM: modernization of registers, international initiatives and training

17-01-2025

The Asset Recovery and Management Agency (ARMA) held a working meeting with representatives of the European Union Advisory Mission (EUAM).

The participants discussed progress in the implementation of the Agency's strategic initiatives and agreed on specific next steps for their successful implementation.

The main issues discussed during the meeting were:

Modernization of the Unified State Register of Seized Assets (USRAA): the possibilities of attracting donor assistance and cooperation with international partners to improve the Register, in particular the introduction of modern digital solutions to ensure its efficiency, were considered.
Study visits to the Austrian Institute of Technology (AIT): The emphasis is on upgrading the skills of ARMA staff, improving the National Agency's digital resources, and launching a fundraising campaign to implement these projects.
Obtaining an Orbis license to expand international asset tracing capabilities: accelerating access to the international platform to strengthen ARMA's analytical and investigative capabilities in the field of international asset management was discussed.
Implementation of strategic documents: The Advisory Mission expressed its readiness to support the implementation of the Action Plan of the Asset Recovery Strategy for 2023-2025, as well as the development and implementation of the ARMA Development Strategy for the next five years.

The participants of the meeting agreed to deepen cooperation within the framework of these initiatives. EUAM representatives reiterated their readiness to support ARMA's initiatives at all stages of the implementation of key tasks aimed at strengthening the institutional capacity of the National Agency.

Stanislav Petrov, Deputy Head of ARMA, noted that cooperation with EUAM is strategically important for ARMA.

“Our priorities are focused on improving digital tools, strengthening international cooperation and expanding the agency's expert capacity. The results of this meeting prove that we have a reliable partner ready to support our key initiatives. There is a lot of work to be done, but we are confident that by working together we will be able to achieve high standards in asset recovery and management,” he said.

ARMA remains committed to its mission of ensuring transparency and efficiency in the management of seized assets. In the short term, ARMA, together with EUAM, will focus on improving the functionality of the EDRAA, organizing study visits to leading European institutions, and introducing modern digital solutions. The implementation of these initiatives will be an important step towards strengthening ARMA's capacity to manage assets and return them to the public good.
