ARMA’s Situational Operations Center Will Transform the Management of Seized Assets: New Digital Horizons

ARMA's digital transformation is a guarantee of transparency and security. A key element of thisdigitalization will be the creation of a state-of-the-art situational center — a digital hub. This will bepart of the global modernization of the Seized Assets Register and the integration of seized assetsinto a unified information system of the Agency.

"True technological transformation begins now. We are starting to create a unique cyber-space foreffective digital asset management, with instant status updates and full visualization of allprocesses," emphasized Stanislav Petrov, Deputy Head of ARMA for CDTO issues.

For the implementation of this ambitious project, a historical building, the former assembly hall, will be used. This space, where concerts and ceremonial events were held during Soviet times, willnow be repurposed.

This next step in transforming Soviet-era legacy will be directed toward the development ofUkrainian democratic state institutions and will enhance our capabilities.

This initiative would not have been possible without the Government’s support. Thanks to a resolution adopted by the Cabinet of Ministers of Ukraine, the building has been transferred toARMA's balance. Previously, the property had been leased for a long period, graduallydeteriorating, and now requires major repairs.

The right approach to this transformation involves combining efforts from state institutions andcivil society. The first step was the signing of a memorandum of cooperation between ARMA andthe "International Cybersecurity University," which will be one of the partners in launching thisproject and has the necessary experience in successful collaborations with state institutions anddonors. Thanks to this partnership, the neglected assembly hall will be transformed into a high-techsituational center.

The new ARMA situational center will be organized in the format of a modern open space with allthe necessary technological infrastructure. It will house systems for monitoring the condition ofassets, ensuring the proper functioning of their information systems, overseeing critical objects, aswell as analytical tools for assessing management efficiency and cybersecurity risks. The centerwill serve as a platform for effective digital interaction with law enforcement agencies in Ukraineand international partners.

"The situational center will allow us to elevate asset management to a new quality level. It will be a true digital hub where actions will be coordinated with all involved agencies across the globe," added Stanislav Petrov.

In the context of the war and future reconstruction, this center will significantly improve theoperational management of seized assets, tracking their condition, enhancing process transparency, providing demonstration capabilities to interested stakeholders, and safeguarding information.

The project includes developing the concept and technical project for the center, conductingnecessary expert evaluations and consultations with key stakeholders, carrying out thereconstruction of the premises, ensuring the material-technical base and software, and forming a highly qualified team of specialists within the division. The result will be the launch of thesituational center along with the large-scale modernization of the Unified Register of Seized Assets(ЄДРАА). The project is being implemented as part of ARMA's digital development strategy andaligns with the priorities of Ukraine's public sector digital transformation.
