A working meeting was held between representatives of the Asset Recovery and Management Agency (ARMA) and the European Union Advisory Mission (EUAM) Ukraine. Attention was focused on the modernization of the Unified State Register of Seized Assets and plans for further cooperation in various areas of the National Agency's work.
The Terms of Reference for the Register were approved in 2017, and its form has remained unchanged since then. Given the current challenges, the Register is outdated and requires significant modernization to ensure transparent and efficient management of seized assets.
Today, the Register already contains more than 320 thousand records of seized assets. Every day, the system receives 400 to 700 new orders, which are automatically uploaded for further processing by registrars. Improving the Register of Seized Assets is a key priority for ARMA, as the National Agency aims to create a modern and efficient platform that will ensure transparency and effectiveness in the management of seized property.
ARMA staff presented the work of the Register and shared a clear vision for its modernization. They also discussed the importance of automating processes to reduce errors and facilitate the work of registrars. In addition, the following improvements are planned:
- Updating the software in connection with changes in the ARMA legislation.
- Creation of a section with information on the purchase of military bonds and evaluation of their effectiveness.
- Inclusion of data on assets transferred under a special procedure in the interests of the state.
- Opening a new section for accounting for assets abroad.
- Improving the system for monitoring international cooperation in the management of seized assets.
An important innovation should be the optimization of the data structure and navigation so that users can quickly find the necessary information.
EUAM representatives expressed their support for the modernization plans and their interest in strengthening cooperation with ARMA. EUAM stands ready to provide advice, develop strategies and organize trainings for ARMA staff.
According to the Head of ARMA, Olena Duma, the National Agency has achieved significant results over the years, making a significant contribution to Ukraine's development. In the last 8 months alone, ARMA has secured almost 2 billion UAH in budget revenues.
“ARMA is actively working on the development of new regulations and amendments to special legislation to provide a legal basis for all planned innovations. We realize that to achieve even greater success and overcome new challenges, we need the support of international partners,” said Olena Duma.
