The Agency has traced the assets of the land thieves of the Kyiv Hydroelectric Power Plant protective dam

Fulfilling the request from the Ukrainian State Bureau of Investigation, ARMA identified and traced the assets of a group of law enforcement and state control officials. The suspects were involved in the fraudulent acquisition and use (for personal enrichment) the land fund on the territory of the left-bank protective dam of the Kyiv HPP.

According to the pre-trial investigation body, between 2012 and 2021, the local governments and the state authorities of Kyiv region, which acted as managers of state and municipal land, adopted a number of individual regulations (orders, decrees, decisions) on the allocation of land plots into private ownership at the expense of the territories where the hydro-technical structures of the Kyiv HPP are located.

The so-called "shills" were involved in the registration of the right of private ownership of these plots of land. It was under such a fraudulent scheme that land plots acquired through criminal means were seized.

Later, to legalize the transactions, the persons involved entered into a series of civil law transactions for the sale and purchase of the land plots of the Water Fund and of those of the State Property Fund. The elite cottage townships with a total area of over 300 hectares were built on these lands.

The employees of the Asset Finding and Tracing Department collected information on the suspects' possession of the following assets:

Residential real estate - 4;

Land plots - 782;

Vehicles - 44;

Weapons - 12;

Vessels - 3.

ARMA forwarded the data received in a timely manner and in its entirety to the pre-trial investigation body for further action. In particular, for seizure of assets and for their subsequent confiscation into revenues of the budget.
