Asset Recovery and Management Agency (ARMA) has traced the assets of the head of the territorial service center of the RCC of the GCC of the Ministry of Internal Affairs of Ukraine. Search was conducted at the request of the National Agency for the Prevention of Corruption (NAPC).
Thanks to the established cooperation with Georgian law enforcement agencies, the ARMA received information that the official, during Russia's full-scale invasion of Ukraine, purchased five luxury apartments in the resort cities of Batumi and Bakuriani in March 2022. The total area of the properties ranges from 37 to 87 square meters, and their cost is from USD 30 to 82 thousand. The total value of these acquisitions exceeds UAH 7.19 million.
According to information established by the NACP, the official implemented a scheme to resell cars through front persons in the period from 2021 to 2023. The vehicles were purchased at low prices and sold at much higher prices, which allowed for significant financial gain.
The total amount of the established expenses of the official and his family for the purchase of movable and immovable property reaches almost UAH 20 million, despite the absence of legal sources of income for such purchases.
The materials were transferred to the Prosecutor General's Office for registration in the URPTI on the grounds of illicit enrichment (Art. 368-5 of the Criminal Code of Ukraine). ARMA expects further seizure of these assets and their transfer to management. The next step is the sale of these assets abroad in accordance with the developed Procedure for the sale of seized assets abroad.
It is worth reminding that ARMA and the NACP have developed a joint mechanism for detecting unjustified assets of officials abroad. Among the first results in 4 months, assets worth more than USD 4 million have been found.
